Most glass will block 100% of UVB. If you have a glass canopy it would stop the UVB. Other wise it probably wouldn't hurt the average fish setup. UVB will only penetrate a few inches into water depending on the strength in uW(microwatts). As long as you bulb produces less than 150 uW at like 6", can't imagine how/why it would hurt anything.
I've had reptiglow 8.0s on a turtle tank and the feed fish were fine.
