can overflow box output be the same height as sump input?

i am adding a sump next to my 28gal nano tank . it will be going of a shelf 2ft left of the tank. i had to knock out a shelf to lower the sump because the sump input was higher then the overflow output. im pretty sure the sump input has to be somewhat lower for the water to flow. is this the case?

i think ill be ok now with new height of the sump but it will still be close.
 
what exactly do you mean? like the return is drilled at the same height as the input for the sump?

i dont see why not :S
 
kinda. the bottom of the overflow box was lower then the return for the sump. so i had to lower the sump about 6".
