Can phosphates in some foods build up over time?

The reason I ask is that I primarily feed Hikari. Have a rigorous W/C schedule but for some reason am getting persistent 'cloudiness' the last week or so. Parameters are good A=0, Nit=0, Nat= ~5 but the weird cloudiness is persistent for some reason. I recently had a small uptick in brown algae on surfaces, nothing serious just small spots. Green algae on the glass. All cleaned a week ago. I thought the brown algae was a symptom of what was going on, but the water was clear prior and I had far more at the time. The cloudiness is strange, its more 'hazy' than milky. Same two fish in tank although the Oscar is growing quickly. Daily cleanup. Did one 40 percent W/C per schedule earlier today, doing a smaller one now. Ruled out solids in the tap...ph is 8.4 here. The fish do dig a lot and scatter sand (Oscar is a factor here), I don't know if they're disturbing the bacteria or not.

I peeked at at water thread by another poster who seemed to have a similar problem altho I believe seafood was involved. I only feed pellets as the main diet.
 
Ok, follow up...I'm doing the equivalent of a 'flush out' water change. 40 percent earlier today and over 50 percent this evening (finishing now). Seems to be working to get rid of stubborn particles in the water column. My O decided to sulk and lay down for a couple of minutes before enjoying more fresh water. Will monitor to see if the tank gets equilibrium in the next few hours. But overall looks much better than after the first w/c today.

The Pothos seemed to grab most of the nutrients the brown algae needed...the fuzzy hair stuff has all but disappeared from the vines once the pothos roots got established.
 
Phosphate can build up if the substrate isn’t cleaned or left to sit without any disturbance. Lot of sources for phosphate too. Maybe some left over particles in the substrate is my guess. The water changes should do it.
