can someone confirm if this is swim bladder

I agree that its probably the water current. Seems like its just a tad bit on the harsh side for the little guy. I would feed him, remove the filter and just add a air stone on that side of the 55 and see if he continues to rest on the bottom. If he does he might just have a hard time adapting to the tank? I suspect hes a new addition to the tank?
 
Agree with the others, if he had a swim bladder issue he wouldn't be upright, but rather on his side / back almost all of the time unable to prop himself back up the right way...
