can someone explain to me how to use a transhipper

can i use them to import fish/ray from south america without needing to go through getting a license?

from what i understand the transhipper has the license. like if i had a connection in south american they would ship it the transhipper who has the license to get that sort of thing then they pick it up at the airport and then the transhipper brings it to me...i think

Can someone suggest me a transhipper that can get shipment from south america , that charge a reasonable fee ,i want to get some rays
