My new fish has bubbles on the his side can someone tell what it is? Fungis or bacteria?

Not the best picture, but it looks to be bacterial. Fungus is usually a secondary infection.

that does not look like ick.
the pic is terrible... just complaining, not blaming. it can be hard to get good ones. that being said, if you can get a better one, it would go a long way in helping the fish.
it almost looks like heater burn with some blisters...

I agree... From what i can sort of see in the photo it does not seem like ick... Looks more like some fungal infection...

IMO Looks like a fungal infection! Do you have other fish in the tank? I suggest you set up a Med tank when you treat. You don't want your other fish to catch it too. In addition when you take the fish out for treatment,you should perform a thorough cleaning of your entire tank, filters, and aqua scape!
