I have no idea. I do know that a lot of tik tok and yt shorts tanks use terrestrial plants that can survive for a while underwater, but will ultimately grow out of the water or die (or still die even once it has grown out of the water). I wouldn't be shocked if this is one of those.

Agree with Hydrocotyl (AKA) penny wort.
There are many varieties, some more aquatic than others.

The one above was collected in Lake Gatun in Panama.
Below, the leaf is @ 5" in diameter was collected in a shallow pool (in only a few inches of water) on Isla Taboga

These plants are called Pennyworts.

phreeflow gave the examples Whorled Pennywort and Brazilian Pennywort.

I have one that grows in my locality called Marsh Pennywort.

The example in the video looked really beautiful and novel (new and different).

I have emersed growing can I plant it in my aquarium submerged?
 
Here in Panama during the dry season, many grow on dryer semi dry land as waters recede, but in the rainy season they may be totally submerged.
It may have to do with what species or subspecies you have as to its success under water.
I have some, that do well when leaves float like lily pads, but melt if I plant them too deep in my 180 gal, and it may have to do with the light intensity is not strong enough to penetrate past a certain depth.
I have found some, that seem to only thrive in no more than a few inches of water depth, or on floating matts of other vegetation..
