CAN SOMEONE TELL ME WHAT THIS IS....

Noticed this morning a long black hair like strand coming off one of my plants - not sure what it is. Some sort of algae maybe?

Does anyone know? Whats the best way to get rid of it?

its not a piece of plant....as it was there yesterday and i pulled it out and its back again this morning...

So, whats Black Hair Algae? Is it dangerous to fish?
