I know you can buy special bulb holders an do a DIY flourecent light setup (if you can wire it all properly) as for metal Halide im not sure.
you are better off buying them metal halides can be picked up relatively cheap anymore same with flouresence
Better To Buy Halides, but PC VHO Flouresence kits air cheap i get mine from http://ahsupply.com/ all my tanks are oddball sized so buying fixture is not always an option.

thanks do you guys know were to buy the connectors(or however you spell it) to connect for jbj or jebo bulbs(4 pronged)
Metal Halides just consist of a Ballast(transformer type thing) and a globe fitting and globe the same as a flourescent. The only problem you have is they generate a lot more heat so have to keep that in mind. You can buy them all seperately and build them into anything you like. I have found second MH shop fittings and plant lights cheap and built them into aquarium hoods. MH aquarium specifc lighting, or just Mh lighting in general is an absolute rip off, well here in Aust anyway.
