Looks like some type of water lettuce or duck weed? Not sure it grows submerged.

Did you find them under the water, or at the water's edge? I don't know myself what these are, but the distinction is important.

The river has a tidal flow and it was low tide so I cant say for sure. I presume they were growing right at the edge or maybe in an inch or two of water.

Definitely not water lettuce or duckweed. Idk what it is exactly, but I'd guess frog's-bit: http://aquaplant.tamu.edu/plant-identification/alphabetical-index/frogs-bit/

Cool! I used to live by the Hillsborough but near me it was all water hyacinth.
