I placed an order for a Red Devil (amphilophus labiatus) and this is what I received.
Sure it's got the long face and big lips like a devil but I have never seen one that looks like this. Is this truly a devil or did I get ripped off and sold a midas or some hybrid?
If this is a devil, can you explain this coloration and what it's called?
Is this rare?

Are you referring to the bars? There are plenty of Labs (Red Devils) that have the barring, and just as many variants that are orange/white/yellow/piebald. The barring is usually specific to certain locations. Who was the vendor your purchased him/her from? If it's not someone reputable (for instance, if it was a petco or LFS), it is best to refer to it as a Midevil - because it is very likely it is a hybrid of a Cit and Lab. It does have a long and slender face, which is indeed a Labiatus trait. But I've seen Midevils with Labiatus characteristics and Midevils with Citrinellus characteristics. If you purchased it from someone like Rapps at TUIC or Dan at COTA, there's slim chance it's not what it was sold as imho
 
This is normal none mature coloration for the species you ordered, and not an indication that it is hybrid or some other species. They all look like this as youngsters, and don't show the traits you see in most photos when and until, they are mature. And if you ordered from a trusted source, you probably have what you ordered. If you ordered from a big box pet chain or something like that, then you might question it.
The coloration in your photo, is called an immature individual, like the Amphilophus amarillo below.

or the Amphilophus flaveolus below
 
It will likely change orange/yellow soon, when this happens it's called peeling.
