this can be a number of things.the first thing i would check is the warter param's

How often do you feed? how often do you do water changes?

If the the entire eye becomes cloudy from the inside out Could be a parasite or the iris (around the pupil) becomes cloudy could be bacterial infection
Stress from poor water conditions usually triggers an eye infection in SH's.
