I was wondering if you can layer glass in a diy build, like when you need a 3/4 inch thick glass can you take 3 1/4 and stack them together?

No, not in the DIY sense.
Factories can laminate the three layers of glass in a manner that bonds them together so that their strength is cumulative by using very specific films or glues between the layers and then sealing the ends of them. If you try it at home you will still only have the strength of one single 1/4" pane.
