Can you mix Krylon Fusion with cement?

I am going to do another DIY background for a tank. I wanted to mix paint with the quick dry cement. That way I can paint on algae on the rocks.

What paint would I use?

I'm think Krylon Fusion because its non toxic. Does anyone have a paint product suggestion? Thanks.

Use a concrete pigment.

It's a color powder you may be able to get at home depot or lowes. Or you may have to find a building supply store that sells brick/block. A little goes a LONG way. For your application you may only need a spoonful or two to tint. Read the info and use very little. Wear gloves and mix slow. Black or red the darker colors will stain your skin for days. It's also available in brown, yellow, and green tints.

My family owns a masonary buisness done this many times.
 
You could also get Dry-Lock waterproofing paint. Amazing stuff.

You can have it tinted any color you like just like normal paint. I'm pretty sure it's been used in aquariums before. I'd research a little though.
