Can you use things like Seachem Matrix or Fluval Biomax, or anything like that that can hold lots of bacteria, as substrate?

Yes but it will trap a tremendous amount of waste. Best to just stick with sand, if you have appropriate filters and they can't handle the bio then the tank is ridiculously overstocked.
