canister diy filter

I've never owned a canister filter but am intersted in making a canister. I like the one scratanut made. I noticed his outtake tube was on the base of the canister and the tube bringing the water back to the tank was on top. Are store bought canister filters made this way and how would it work if reversed? Like I mentioned Scratanut's design is very nice.Thank You Richit
