Does anyone have any recomendations for a canister filter to filter my 30g tall aquarium. It will planted and heavily stocked. My all out budget is 100$.

I bet if you keep an eye out on CL you could find a used Eheim classic. 2215 or 2217 would be great for that tank.
 
I would recommend a SunSun HW 303B. I have one on my 29 gallon aquarium and it works out great. You will typically have to buy media separately, but they can usually be found for $60-80 on Amazon.

I agree with this. I have two of these filters, one on my 44 Gallon Pentagon Angel tank and one on a 55 Gallon. Both tanks are crystal clear and the water parameters are perfect on them. I bought both of them from a seller on ebay that I use all of time for $66.00 each and free shipping. Mine both came with a coarse pad, 3 polishing pads, 500ML of bio media and 20 bio balls. The media trays are big in them and they hold up to 3L of media total in them.
 
On a 100 dollar budget I agree the sunsuns are good filters. I have a 404b that I've used for a couple years now with no complaints. I have heard of them leaking after power outages, but have not had that problem myself.
