Any camera can have a fast shutter, but a fast shutter is worthless without a decent CCD. ISO is "film speed" (the equivalent of for digital). A camera having the fastest shutter does not mean a thing unless it has enough light or sensitivity to capture a picture in that short of time.
I used a DX7590 kodak and got awesome shots, but like any P&S it was very limited over 200ISO. You can get great shots, but it takes a lot more light and work to produce those shots.
