Cardinal tetra about to die? from what?

I dont know if the Tetra is about to die, but he's just swimming along at the top, not really even swimming, just kinda floating and breathing really fast.

What should I do?
I only got him a few days ago : /
About to move him to a new tank with fresh dechlorinated water? or would that be bad?

That would probably be bad....i had alot of problems with tetras when I first got them because they are very sensitive to acclimation and water change so just make sure your parameters are in check and maybe someone else has some more proactive ideas...
