Even if they do, the cardinals should be fine. I have 6 angels in a planted 65 gal. Two pairs have formed and regularly spawn. The angels pay no attention whatsoever to the cardinals or ember tetras.

It depends, more often I've had angels that will kill smaller tetras. Rarely do mated pairs leave the cardinals/neons alone.
