But i guess to answer your question:

Are they interactive with their owners: yes, to a certain extent

Are they as interactive as a fahaka or MBU: Probably not quite as interactive since they are a smaller puffer

Would they make a good wet pet: That will depend on what you consider a wet pet... i guess for their size, they can be considered a wet pet of sorts...
 
I had a trio of these guys in a 90 gallon for a while. I own Fahaka, Mbu, Murius, and other puffers also. IMHO, they are not that interactive and seem to prefer to be left alone after feeding time is over. I have Dwarf puffers that are more interactive.
 
Could work, just make sure its 1 male to 2 Females to cut down on aggression...
