Thats a boilie there a custom carp bait. They are aHard-boiled baits were originally introduced to carp angling in the late Seventies in the UK with the sole purpose of keeping nuisance fish from eating away the bait being presented to the Carp though there were a few forward thinking anglers back in the sixties that began to experiment with different paste type baits and boiling the ingredients to make them hard. We fish them on a thing called a hair rig. The idea of the hair rig is to separate the bait from the hook. Any fish will take bait off the hook because the bait will act normally. Wary fish can be fooled by this rig, even when they won't touch anything with metal in it. I know it sounds strange but as angling pressure get more and the carp get bigger and older they get very spooky as you can see from the video.
