Cascade canister filter please help

I hav a cascade canister filter and i set it up in my tank . I filled its with water and turned it on and it started to smell and smoke ? Wht am i doin wrong ??

Smoke is not good. Impeller may be jammed, take it apart and inspect, or the outflow may be blocked. Make sure ALL valves are opened wide.

It would start to filter then the power would almost go out and the i would smell smoke wht dose that mean
