Anyhow, I read up on this, and it looks most likely that it will get the green light. My question is, unless I am understanding this wrong, is that your car has to get under 18 mpg. When they say this, does it mean less than 18 mpg combined, or does it mean it only has to be under that for the city. Reason is my car would qualify for getting under 18 mpg, as it gets an epa of 17 mpg city, however it wouldnt if they combine it with the highway 25, for an average of 20. Therefore, it would be better for me to trade it in towards a new vehicle, then sell it, if it qualifys, however if it doesn't I would be better off putting it for sale. If anyone could clarify, it would be appreciated, as I couldn't figure out exactly what they mean by must get under 18 mpg, since it didn't specify city or combined when I read.
