Catfish slime?

My buddies RTC has this clear skin/slime looking stuff coming off of him,..What is this. Is it sick?

He would post himself cept he doesnt have internet :/

for some reason, my rtc and my lima, does it when i do a 75% water change or more. other then that. hardy see it also.
