Water resistant cement would be the best. You probably can use ordinary portland but it will take some time and more water change before PH will stabilize. I used ordinary portland on the first few layers then used a water resistant on the last 2 coating.
 
Concrete will leach a lot of things into the water... worst of all calcium which wil give you a pH headache for a LONG time. Seal it VERY well with a spray on concrete sealant and let it sit to dry a long time prior to filling. Then, when you do fill, do several fill/dump projects (I'd do at least three). Then let it run for several days to montier pH levels.

I ran into a major project at one of the zoo's I used to work for. The contractor kept telling me the sealed the exhibit, but I kept getting pH readings at 12 and spiking higher for weeks. Ended up gutting the whole thing and doing it over with another contractor who did indeed seal it and it went ok. Turns out after the fact that the first company didn't really seal it - told the zoo is wasn't needed, and not sealing it would save them money. Cost a couple hundred thousand to redo the project instead of spending $200 on sealant in the first place.
 
Did you try to seal the cement already? how did ot work??, I have a paludariom proyect and I'm using concret to build the plant structure but my biggest concert was the calcium making the ph going higher

The type of cenmetn I'm using for my structure is surface bonding cement and bonding additive from AKONA, i ear it won't leach too much calcium, have you eared about this product?, have you started your back round??
 
this is the sealent that I'm using for my structure, I add sealent to thefirst structure just to test, hopefully it will work out
