I have hear they are good for the money. However I always reccomend the eheim classics I have two running and they are great. Good pricing on them as well I would go for the 2217 in that tanks size range. That or a used fluval 404 can be had cheap and has great flexibility of media.
I have no experience with Cascade or Fluvals but you should be able to find a Rena XP3 for about the same price. I have been using those for a few years now and I have been very satisfied. They need cleaned more often than my eheims but other than that they are great filters.
For just a few bucks more you could go with an Eheim 2217 which will give you years of great service. A 2215 would probably do the job but I prefer to know that I have the filtration part covered. For example I use an Eheim 2213 and a Rena XP3 to filter my 55 gallon tank with only one fish in it.
If you mean "cheap" as in "low expense over time", then Eheim 2217. My 2211 has been in continuous operation for 19 years. I got more than just my money's worth out of that filter
