Cheap lighting for plants

I am in the process of putting up my 110 gallon and need some cheap lighting that will support plants, keep in mind that the tank is 31" tall.

tank is 48" long

Is the 108w one sufficient for plants?

That brand kind of sucks, but it should be adequate.

4 bulbs is too much even with crap reflectors, assuming you aren't adding CO2
