The cheapest live rock is dry base rock!!! By putting it in water and letting it "cure" for a month or two you will make it live bacterially. Then if you want other critters and coralline algae you can seed it with a piece or two of live rock from the store or fellow hobbyist.

Another option if you must absolutely have all live rock is to look on local reef forums for people selling. Craigslist in Chicago always seems to be active too.
