Whoever made that video was talking nonsense when they said the relationship is "dangerous". Stingrays are pretty intelligent critters, and since that one clearly isn't afraid, it's not going to sting them unless somebody is an idiot and jumps on top of it or something.
My guess is they fed it a few times (possibly by accident) and it learned to come for food, then it decided that it likes the petting. I wonder where this is?
 
I've seen some very tame rays/sharks in some of the harbors from years of fishing boats and other vessels tossing food scraps in water. I used to work on a fishing boat out of Lahaina harbor and there was a few gray reef sharks that would come in at about 11am as the first charters were getting back and were so tame they would come to surface and people were sort of trying to hand feed and huge eagle rays were always there picking up scraps.
 
Having the Rays come up and lay in my arms was amazing when we went to the Grand Bahamas. If you haven't done that, I highly recommend it. Even my wife, who hates things in the ocean touching her, had a blast when she realized that they weren't going to hurt anyone there.
