I just bought a tank (40g) and as I brought it in the house I called the guy back just to ask him what he used to clean it with being that it looked brand new and he told me windex. Can this tank still be used to house fish? If so, what do I need to do to get rid of the possible chemicals in the tank?

Water, and lots of it. If you give it a good wet scrubbing then you should be ok, people use bleach to clean tanks all the time and as long as it's thouroughly rinsed then any residue should be diluted enough to not affect anyting.
