Chipped glass replacing bulkhead

I recently purchased a used aquarium with an overflow bulkhead on the back of the tank. I had a small leak when I set it up so I decided to replace the bulkhead. It looks like the previous bulkhead was installed too tightly, as there were a few small chips of glass around the hole. None of them are very thick but I'm assuming this is why it wasn't sealing properly.

Looks like one small chip on the inside and a couple on the back. None of them look to be more than even 1/16" on 1/2" glass. I'm assuming I will need to do something about the chip inside, probably silicone it to approximately level with the glass. I'm hoping I can ignore the back chips but am curious if anyone else has had this issue.

Most drilled tanks have tiny irregularities around the holes.
It may be the gasket on the bulkhead was dried out, and seeped.
Replacing the old gasket with a new and supple one is often all that is needed on an old bulkhead.
 
I've replaced the bulkhead and gasket. Haven't had a chance to fill with water yet, but spraying water around the opening and through it showed no leaks. Looks like it should be fine.
