i couldn't call the water company but i guess i don't have chloramines in my tank...all the fish seem fine, even the tropical ones i had over-night in the un-treated tank.

That set up is a BIT more elaborate than most people need. It's designed to put out almost three times what other filters of it's type do. It wasn't as expencive as you might think either. The replacement cartrages run about 95.00 a year or so...
