Cichlid maturity

Is it age or size when fish are sexually mature
Cause I have a Cuban Cichlid that I have had for 3 years now got at fingerling size
When he got about 3 inches it got really sick both eyes got super swollen and cloudy
Two out of three died
It got better but one eye has a white area in side it and is blind in that eye
Since then it has not grown but maybe a inch that was 2 years ago or so
Good eater aggressive everything u expect from a Cuban but the size
The reason I ask this question is now it seems like my convict and him have buddied up and look like there cleaning a egg laying area
Do you think it's fertile or to small to breed

It's nothing I'm doing
It's stunted growth
I have other cichlids that were acquired around same time and plenty of others that are way younger by years and all have normal growth and some are close to full grown
But to answer your question
He has lived in a 160 gallon up until a month ago now he's in a 75
If any one has ideas on why he has stopped growing other than husbandry issues please respond

Regarding your original question, haven't kept Cuban cichlids in particular, but with the many species I have kept fertility is usually more about age than size. It's possible the early illness affected it's growth and also possible there's a genetic weakness that made it susceptible to the early illness and that same weakness also affected growth-- after breeding fish for years I've seen certain individuals from a spawn just have inherently weaker growth and health. Either of these factors could have affected growth and may or may not have affected fertility.
