I have a empty 10 gallon that has already been cycled. A week ago I saw shell dwellers at my lfs, how many of them could I get in the tank, and tank mates if possible? And my tap water is low ph so how do I a higher my ph.

Which shell dwellers are you considering as some are considered harem breeders and others are stocked as a pair or possibly a trio.

I would not stock any other fish with them in a 10G tank.

What is the pH of your tap water as well as the hardness (GH) and alkalinity (KH)? I find it preferable to not have to make major water parameter adjustments to keep a certain species of fish easily.

My ph is 6.2 or somewhere around there. These are the ones I saw, Neolamprologus brevis.

If I had your tap water I wouldn't get rift lake shell dwellers, instead I'd get something from the South American genus Dicrossus, or Taeniacara.
If you can't help yourself and get shell dwellers anyway, to keep alkalinity and pH up gently, and to accommodate this type cichlid's life style, I'd use aragonite sand for substrate and scatter the bottom of the tank with lots of shells that would help add calcium to the water.
