The gravel does make it harder than sand to sift for food, too much energy spent moving the gravel. If the hecklii are fed less, and the substrate is easier to go through, there's a good chance they will get much more scraps.
the eels move the gravel more than an army of Geos, I don’t need more gravel movement, just a good bottom-feeding fish that won’t get eaten.

Large Raphael? Those are good at avoiding damage.

You could try putting a thousand ghost shrimp in there, they can survive in brackish and freshwater too. The eels will hunt the shrimp down which is always fun to watch, but the ghost shrimp will clean a ton. It’s also heathy for the eels.
