Just got a 40 gallon acrylic from a friend, there is what seems to be sediment or some white residue along the top 1/4 of the tank where the water would have rested, don't want to scratch the tank or hurt the fish when I add them, any good way to remove this stuff?

I'd start by just wiping with with a wet towel. You'll probably find that it is not visible once the tank is filled with water though. If you do, there are scrub pads, etc that are made for acrylic tanks.
