cleaning fiberglass artificiall reef

I am wandering what can i use to clean the artificial reef off ,

the last owner of this tank passed away and it looks like this wife just let the tank die.
the reef is covered with a coat of black mess, a hosing off dose nothing
I have been soaking the tank with fresh water , changing water every day , after 4 days we can see the black flaking off ,
at this speed it will take months to be clean and i was hopping to repaint some parts of the reef.

I was thinking is adding some chlorine for swimming pools help ?

i don't want to mes up or melt down any of the reef or artificial corals. :WHOA:

I have one problem, what ever I use has to be save to fish, I will be able to removing most of what ever I put in but I will never get it all out of the sand ...
 
I don't think they will be a problem. People use them to clean their plastic aquarium plants. Rinse the tank after use, and you should be fine.
 
how much denture tablets would be required for that job?
