Cleaning salt off a tank

I picked up a tank to use as a sump on my brackish (soon to be salt) set up. The tank is rather drity (as expected) from its previous use as a corral reef tank. I'm using it as a sump so it don't need to be clean for astetic reasons. Is it enough to wash the thing out with a hose, or do I need to clean it off? If so, why?

Better safe than sorry-IMO

If I'm cleaining it for backterial reasons, I should be able to rinse it out with city water and move on. The city water will have enough clorine in it to kill the backteria. Does this make sense?

Clenaing off all the salt creap and stuff seems like alot of work for a sump.
