Clogged FX5 and Low Nitrates

I returned from my week of work and I tested my water before I did a water change like I always do, I always have 20 or higher before this regular water change,but this time it was 5 , the ammonia and nitrate were 0 like usual. While changing the water I noticed my Fx5 flow was reduced to a trickle due to a clogged water polishing pad, my other filters were working fine. I replaced the pad and it flows normal again. Could the low nitrates be due to such a slow flow over the Seachem matrix that is in my Fx5?

The reason im posting this is because I have a XP4 on the same tank that I dont really need for filtration, I was thinking of packing it full of Matrix and turning the flow way down to see if it helps keep nitrates very low. Just wondering if anyone had any experience with this.
