Cloudy eye: One eye, one fish.

I have a sajica about 2" with an eye that is cloudy, and protruding slightly more than the other. Is it safe to assume since it's only one eye and one fish that are affected, that it's more likely due to trauma/injury rather than disease? Water parameters are fine, ammonia-0, nitrite-0, nitrate-10 or less. It's been a few days since I noticed it, and it hasn't really improved. Is there anything I can do to help him? Should I isolate him in another tank, or just leave him be?
