Well it doesn't look like the eyes bulging out, so it's not popeye, which is caused by poor water quality most of the time. I'd say it possibly had some injury to the eye. Is it eating alright?

Generally a symptom of ammonia/nitrite/nitrate poisoning aka bad water quality. What are your parms?
