cloudy or a film over betta fish's eyes

I noticed today my betta fish has a cloudy film over his eyes. Hes active, swimming and eating just fine, no other issues aside from cloudy eyes. He seems to see just fine, but i know its not normal for that film to be there.

his temps are around 76-78, low i know. Ill be getting a heater very soon for him to bump it up to 80. His ph is 6.8-7.0 and everything else was fine when i tested it last week. no ammonia or anything. Hes been in his 2gal for about a week now.

Ive read it could be cataracts but i doubt thats it since he eats just fine. Hoping its nothing serious
 
Just keep the water clean. Some people just keep these guys in bowls and occasionally do water changes, but doing a water change and/or adding filtration should help.

Some people would say add melafix or salt, but I've got no idea what those would do to a betta.
 
Ive heard those help, but im not sure if i wanna start treating when ive no idea is up with him.

I would hate doing water changes 2x a week for a bowl, so a nice fluval spec with filter is what ive got him in :)
