Cloudy water with a cycled filter? Is this normal?

I recently set up a 75 gallon tank and decided to use a cycled Fluval 404 canister filter. The water is fairly cloudy and I'm sure that the filter is cycled because the filter does produce nitrates. There are no fish or plants in it.

Anytime I’m done with a water change my water is cloudy. Give it a bit to settle.
 
If there's nothing in there where is your source of ammonia coming from to keep the BB colony in your "cycled" filter alive? I think most people, when using a cycled filter on a new tank, add a couple of fish straight away. That's the whole point of doing it that way, faster the tank is cycled, the quicker us impatient lot can add fish.
 
Well, sorry for being inactive for more than a month, but, here's an update. I decided to completely overhaul the tank, and I will have to cycle the tank again but it will be worth it. I'm still contemplating what to stock it with, as I wasn't expecting to get anything more than a 30 gallon anytime soon, so I will start a new tread about that.
