All you would really need for a single clown is a 20gal tank with 20lbs of Live rock. A standard T8 light would work just fine. Yes you could use a HOB filter because there isn't going to be hardly any bio load. But if you ever decide to add more fish or inverts/anenomes you would definately need to upgrade some of the components.

The set up you need is very simple. I personally have a single clown in a 5.5 with 10lbs of sand, 3lbs of live rock and a ac 30 hob filter and a cheap led fixture I found on eBay. Has been in there for about a year with no issues. Also have one in a 8 gallon Biocube with 10lbs of sand and 5lbs of live rock with no issues. If you do go with a smaller tank just make sure to top off every day or so. And remember, finding memo was a lie. Clowns are mean little sobs.

I always try to go with the biggest tank that I can fit/afford. Remember their natural habitat is the ocean. Yes, clowns are mean, mine attacks my hand everytime I feed my corals.

But that's why we love them right? lol. They've certainly got some pluck for being so small! Mine attacks me every time I stick my hand in the tank and snaps at the scrubby. I locked her in her log once to do some remodeling and boy I got it good when I let her out...lol.

You should get a larger tank and get a mated pair, they are so fun to watch!
 
If you have room for a 29 I would get it. That way if you ever wanted to put anything else in it you have the option to. With a 5.5gal like the other guy you are pretty much limited to that 1 fish.
