i have one dyi co2 bottle and i add the recomended dossage of flourish excel to my tank daily. if i were to use only the flourish excel could i run an airstone at the same time for surface agitation?

Yes you could. Flourish excel is a liquid carbon, which does not gas off.

Agreed with Wyldfya.

Having a high concentration of CO2 doesn't mean that the O2 level is low, and vice versa. The levels of each are independent of each other.

And, I'm not aware of a method to 'lower' or adjust the output of DIY CO2.

I would venture to guess not enough plants to produce O2 for the fish, but without a pic, and stocking levels, hard to say.
