Cockatiel cage

After this school year im hoping to get a cockatiel. Would this be a good cage?

This cage is intended for small birds so they can fly around in it but too small for cockatiels to fly around. My wife had hers in a 20"x15"x24"(guessing off memory, he passed a few years back at 18yo) which was plenty of room to much about. Id get a smaller cage and take it out as much as possible, they love to sit on your shoulder like a pirate.
