Collecting fry?

Probably not unless they are being guarded or in a nest.
 
I don't think any issues would arise from doing that.
 
I wouldn't do if I were you. If you cannot ID the fry, then best thing is leave them in the wild. The worst thing is that you could bring a protected endangered species home since you are in area that is full of rare fishes.
 
Most likely you won't disrupt anything especially if it is a large school of fis most of the fry will die anyway. You probably shouldn't do it, but sometimes it's ok to break the rules. You also have to make sure you have amplace to keep the fry. The fry might be small darters, bass or even a musky size fish. I grabbed 4 fry while backpacking last week and I am kind of excited to find out what I got.

I agree with you that you don't know what you are taking and it can be rare, but what rare fish are in Pennsylvania?
 
I've noticed those little schools of fry in local ponds and have always wanted to do the same. If you do attempt it, be aware that some local regulations may prohibit the collection of young fish (espcially "sport" fish like bass). I looked into it a while ago, mostly for bass. They are pretty hard to raise from the fry stage apparently.
