compatibility?

i'm not sure about the tiger barbs, but why not try to stay with a pair of rams instead.
 
go for gold barbs if you want something bright, tigers might be a bit aggressive. either have just 1 pair of rams ..or 2. dont have 3 individuals or someone will get bullied.
 
how about:
2 blue german rams
2 apistogrammas
2 albino cherry barbs
1 panda cory catfish
 
or could i rid the barbs and get buffalo head cichlids? ( lion head/block head are other names)
 
buffaloheads are too aggressive to be with rams, although you could do buffaloheads and barbs.
For mixing the continents, you can sometimes mix non-rift lake africans like jewels, tilapia, etc in new world tanks. I have a Paratilapia with my new world cichlids. you can mix kribs with smaller acaras for example. Buffaloheads do fine with smaller CA's. I wouldn't recommend it, but I've seen malawi haps mixed in with CA. I imagine if the water suits the malawi's you could theoretically have CA that are acclimated to it as well.
