ok so this might be a dumb question but my brother says that you dont have to use water conditioner if you cycle the tank first is this true
 
water conditioner removes some of the bad stuff like chlorine from the water.....i use conditioner/dechlorinator whenever i do water changes but if setting up a new tank you dont really need it if you are gonna let the tank run fishless for atleast a day cause by then its all evaperated.......I hope im right and dont seem like a dumbass...lol
 
Chlorine will evaporate but chloramine doesn't

you still need conditioner, the chloramine/chlorine found in city tap water is harmful to the beneficial bacteria living in your filter/sump. Think of it this way, the city adds chlorine/chloramine to our water to kill most of the microbes. Cycling a tank establishes those beneficial bacteria, which are microbes. So by adding untreated tap water to your aquarium you are killing off the beneficial bacteria.

You shouldn't add water conditioner if you are using a RO system(which already dechlorinates the water) or Ground/Well Water(which doesnt have the chlorine added)
